year old bosch portable vacuum cleaner with 18V 2Ah li-ion battery
pack, and the controller turns it off when the voltage of the whole
pack (5 batteries) is at ~20.3V, is this normal? I'd imagine it'd
at least let them discharge down to 18V

resistance has become very large (e.g. corroded contacts) and as
